That might have been the reason a while ago. Meanwhile we have a clever suggestion for an approach that would really work, but we are lacking the manpower to actually implement it. If you want to help, why not *read* the "numerous default-paper-size bugs", find the implementation idea that has been agreed upon, and write a patch?
