Note that ntp.conf can have an "includefile /etc/ntp.servers" command.
I verified it works well with the current ntp-dev version 4.2.5p111.
If the file doesn't exist, a warning message "getconfig: Couldn't open
</etc/ntp.servers>" is printed to the log, and the daemon just proceeds
without it, as usual.

Well, this does not solve everything: if the conf upgrade happens to
impact "server" lines (example appending "iburst" to them), or
intimately related things (like associated "restrict" lines), it will
not touch /etc/ntp.servers
