These things are not uncommon in TeX-Live, and it is very hard to get it right, without lumping everything together in one big collection. I'm Cc'ing upstream in case someone has an opinion on that particular case. As for Debian, I suggest that we gather the info from existing and future reports like this somewhere, and then decide whether it makes sense to add Recommends, Suggests (or even Depends). I would rather not add a relationship for every bug report we get, for fear of getting exactly what I said above: One big lump of files, formally divided into packages, but not actually installable on their own.
