Ok, I tried it again with grub-install and the problem is still there,
grub-setup fails the same way.
For testing purposes I extracted "grub-setup" from grub-pc_1.96 +20080203-1_i386.deb and used this one instead of the one in grub2_1.96+20080209-1_i386.deb (I copied it to /usr/sbin). grub-install finished without any problems, so I think the problem is in grub-setup itself.

So grub2_1.96+20080209-1_i386.deb+grub-setup from grub-pc_1.96 +20080203-1_i386.deb works.
