Hi, I have exactly the same problem on a old Compaq Armada 4150 Notebook with a fresh installation of Debian 4.0R2.
The installation CD detected pcmcia correctly and even the network card worked during installation. After booting the new installation, /etc/init.d/pcmciautil failed (see error description of David Bellair). /etc/default/pcmciautil should be created according to the settings detected during the installation.
