The problem here is not the magic detection. As you can see from the cited document, DICOM files *must* contain the "DICM" magic at offset 128 in the file, and that's all that file tests for. The problem is that the two sample files mentioned match other magic which is considered to be of equal or greater strength. Maintainer: this bug should not have been merged with #407032, which is a different sort of bug.
