When you first configure clamav-freshclam it asks if you want to notify clamd of updates. If you say yes then it will attempt to notify clamd, even if clamd isn't installed. (I'm not sure of the priority of the debconf question so you might not have seen it. Try running dpkg-reconfigure clamav-freshclam to tell it not to notify clamd.)
