It's not in the current i686 version either:

    % ls -l /etc/bash_completion 
    ls: cannot access /etc/bash_completion: No such file or directory

    % dpkg -c /var/cache/apt/archives/bash_3.1dfsg-9_i386.deb  | grep complet ; 
echo $?
    1

It's in some queue though:
