This normally works fine; however, if a unit has 100% evasion on some terrain, that unit effectively has 50% evasion on that terrain instead. 100% evasion should work normally, not change to some other value. A campaign or scenario might legitimately choose to have an invincible unit for plot reasons; a multiplayer scenario may allow a unit to gain perfect evasion on some terrain but not others.
