I can confirm this problem using the same version reported (2.3.1-2).
I am using kde, with small icons arranged in two rows in the panel. It seems that if I hand-start pidgin when there is an even number of icons in the panel, it chooses the wrong icon size. However, if I do the same when there is an odd number of icons in the panel (so there is an empty box of the right size), it chooses the right small icon size (most of the time).
