I also had an issue with cacti stopping graphing after the last upgrade. Upgrading to cactid was on my list of TODOs, so after upgrading to cactid most devices seemed to graph without issue. I didn't have a chance to troubleshoot with cmd.php as our graphs need to work consistently. I may be able to try cmd.php again afterhours at some point this week if you'd like.
