I'm not allowed to do so. The specification of Recommends is that it
must be installed if you do not want to fix things in the configuration.

I'm not allowed to depend on it as it is not needed, because you can
have a font server.

This mean that you should have installed the xfonts-base package as
it is recommended.

I will not fix this bug as it is not a bug.
