Which GNOME package are you trying to build?

I have had glipper installed on a variety of systems for some time and
built many packages (as well as cross-building many packages) without
problems. (e.g. anjuta which uses gnome build tools, as well as
gnome-desktop and gnome-panel and my own upstream packages that also use
GNOME libraries).

Yes, the glipper.pc file is incomplete but without direct evidence of
breaking other packages, this bug does not need to be this severity.
