Hello,

For me, there is no reason to ship the utf8tolatin1 utility:

- it can be replaced by
iconv -f utf-8 -t //translit
which not only saves a few bytes on the hard disk, but also works much
better: curly apostrophe get transliterated into apostrophes, etc.

- in the case of .html, the header should just contain the utf-8 charset
information, instead of loosing the unicode features.
