Correct. The actual problem was that the previous upload accidentally had a 'configure.tmp' file in the source package, and this causes autoconf to fail in an odd way. I still am not sure why neither the author of the "chmod +x configure" patch nor the person who NMU'd it thought it was strange that autoconf would produce a non-executable file only in the gpm source package.
