Does it help to upgrade to the latest version of insserv from unstable (version 1.11.0-6)? It will include some more override files, and might improve the situation. If upgrading do not work, can you provide the output from '/usr/share/insserv/check-initd-order -g -c'? It will provide the dependency graph in dotty format, which is useful to try to spot the loop.
