Hi,

ifplugd doesn't start in runlevel 2 with insserv, because it says so in
the init script:

# Default-Start:     3 5
# Default-Stop:      0 1 2 6
# Short-Description: ifplugd daemon providing

Runlevel 2 is the same as runlevel 3 in Debian. ifplugd should start in
2, 3, 4 and 5.
