Yes, you are right! But in that case I would never be able to use a removable network device with ifplugd. That was my initial bug report.

But I found out, that I can use non existent interfaces with the variable HOTPLUG_INTERFACES in /etc/default/ifplugd. In the same file it is confusing that there is explained this variable is used for the hotplugd. As I dont use hotplugd I always left the variable untouched. It would be clarify things, if it would be mentioned, that this variable is also used by /lib/udev/ifplugd.agent and therefore used by removable network devices in general and not only of those handled by hotplugd.
