Right-click -> Format Cells shows the format code applied to these cells to
be "#_" which doesn't really make sense. By choosing "Number" or "Text"
under "Categories" and selecting "Apply", the data is displayed again.

Only D1 through D4 are affected; the remainder of the D column is still
using the "General" format and will display content.

The data is rendered as specified in the file (although that specification
is somewhat counter-intuitive), so at this point there isn't really a bug to
fix here.

Can you retrace how the formatting of these cells was set?
