Attempting to build debs of the 1.5.x branch of subversion fails when
libneon27-dev is installed:
> libtool: link: cannot find the library `/usr/lib/libneon.la' or unhandled
> argument `/usr/lib/libneon.la'
> make[1]: *** [subversion/libsvn_ra_neon/libsvn_ra_neon-1.la] Error 1
It's absent in libneon26-dev as well, but present in libneon25-dev,
and rolling back to libneon25-dev works.
