Uninstalling standard packages is allowed. Standard is not essential or required. http://www.debian.org/doc/debian-policy/ch-binary.html#s3.5 says "Packages are not required to declare any dependencies they have on other packages which are marked Essential (see below), and should not do so unless they depend on a particular version of that package." It says nothing about dependencies on standard being special. Dependencies on standard packages should be declared. On my Etch system, perl has about 1900 reverse dependencies, according to aptitude.
