I have header caching enabled in my muttrc file, but when opening
large folders (e.g. my Gmail "All Mail" folder) mutt loads the entire
set of headers each time, which can take several minutes.

When I check the header cache folder, it contains a list of files in
the form such as "All Mail.hcache", "Starred.hcache" etc, consistent
with the folder/label structure for my Gmail account. However, the
size of each of those files is zero, even straight after accessing a
particular folder.

This problem appears to have been discussed inconclusively in #459739,
and a similar issue was mentioned under #434544. However, I haven't
seen any mention of the zero-sized files before, so thought I would
file this as a separate bug.

Relevant lines from my muttrc file:

    set maildir_header_cache_verify = no
    set header_cache = '~/.mutt/cache/headers'
    set message_cachedir = '~/.mutt/cache/bodies'
    set header_cache_pagesize = '32000'
