This is/was already slated for etch. Watch for it in the upcoming php4 and php5 packages for etch. Also, if you're planning on imposing any sort of sub-policy for PHP extensions and libraries, you should probably attempt to discuss it with us as well, as we already have a half-written policy that gets passed around by word of mouth when people do something silly.
