The main problem is that dpkg-shlibdeps doesn't know what a package is. It takes as input the binaries to analyze and generate a substvars. It can be called multiple on the same package sometimes. It should still be doable to do something like that but the granularity would be the dpkg-shlibdeps invocation and not necessarily the package.
