Bug#472545: openafs-client: init script stops openafs early

When using autofs to automount openafs volumes, openafs always fails to 
shutdown because it is in use by autofs; autofs stops at K19 while openafs 
stops at K18.

Unless there's some reason why openafs stops as early as K18 (rather than 
K20, when many other network services stop), openafs should probably stop 
at K20.
