I was having a terrible time getting ntop to stay running. It would start just fine then die off. No files where in the log directory that I could see. Starting it manually with 'sudo ntop -u ntop -i ppp0' resulted in being asked to set an admin password. Once I set the password the /etc/init.d/ntop script launched ntop just fine.
Not knowing much about debconf I suppose you would have to get the user to set a password on package installation somehow.
