This is fixed in the newer upstream version of request-tracker3.4 which is in Sid/unstable. This bug has already been reported in bug #308309, see this webpage for details: http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=308309 I will merge the bugs, I don't have much hope of seeing this fixed in Sarge now it is in deep freeze.
