Thanks for reporting.

I see where the problem is: the apt-xapian-index plugin for translations
tries to get the locale name from the file name, and use that to access
the translated description field.  I did not know, however, that the
file name would be mangled: this means that I need to urldecode the
locale name from the file name before looking it up in the file
contents.

It looks like an easy fix.  I'm reassigning to apt-xapian-index because
that's where the problem is: ept-cache reindex calls
update-apt-xapian-index behind the scenes.
