Etch still suffered from the boot order sequence problem - see Debian bug #400952 for the full discussion. Briefly summarized, autofs cannot move to 20 because of its common co-installation with apache (which also starts at 20 and might rely on automounted directories) - if this is not the case for you, that's the easiest solution.
