Etch still suffered from the boot order sequence problem - see Debian bug
#400952 for the full discussion. Briefly summarized, autofs cannot move
to 20 because of its common co-installation with apache (which also starts
at 20 and might rely on automounted directories) - if this is not the case
for you, that's the easiest solution. The current Debian development has
moved portmap to S17 and nis to S18 to eliminate the problem the other way
round.
