The changelog of dpatch 1.7 lists:
  * debian/control (Recommends): Recommend dpkg-dev, fakeroot and
      patchutils, since we are using them in some of the scripts.

This was in 2003 and I suspect there may have been some changes
in this regard.
Currently, almost all commands in the "dpatch" program use
dpkg-architecture (from dpkg-dev) currently (if DEB_BUILD_ARCH is
unset).

I can see that some scripts can be used without dpkg-dev, but "dpatch
apply" seems to be a core functionality.
