No, I had not read the manual page, sorry.

After running apt-file update as root, it works.

So I would change this report into a wishlist:

1) there should be a command to run apt-file find directly on the remote
   database by downloading it on the fly

1) apt-file find should be more user-friendly: if it does not find a
   cached database, or if the cache is old, it should suggest using
   apt-file update or to run directly on the remote database

3) during installation, debconf should ask whether one wants to activate
   a weekly cron job that runs apt-get update
