When called as killproc -p /var/run/exim4/exim.pid /usr/sbin/exim4, and exim4 is not running any more, killproc calls start-stop-daemon nevertheless, causing it to print a warning: /sbin/start-stop-daemon: warning: failed to kill 3420: No such process and returns exit code 3. This leads to bugs as #472215. http://refspecs.linux-foundation.org/LSB_3.2.0/LSB-Core-generic/LSB-Core-generic/iniscrptfunc.html says that killproc should return 0 "if the program has been stopped or is not running", which means that killproc in Debian doesn't act as specified.
