That would be really strange. This change was introduced in gettext 0.14.2-1,
uploaded for unstable more than two months ago. Can you explain why gcc-3.3
didn't break then in unstable?

I think we should consider doing that, yes. There are only 35 source
packages in unstable which have a build-depends: autoconf2.13, so we
could check how many of them really break without a lot of work.
