While trying to do some custom header changes, and being puzzled as to
why none of the headers were sticking, I did a debug trace on
spamassassing to find that /etc/spamassassin/local.cf was not among some
of the last files loaded.  I haven't made any custom changes to my
install (as in downloading third party rulesets etc) that I can recall,
but the files in /var/lib/spamassassin seem to be read after local.cf is
read.

The issue here is that one of the files (10_default_prefs.cf) does a
"clear_headers", which I believe is removing any custom headers I add in
local.cf

The load trace is as follows:
