I looked at the page source as presented by www.debian.org; 
the URL is relative there.

Your "isn't" is ambiguous.  

If you meant that it isn't broken at www.debian.org, 
your Web browser must be clairvoyant.

If you meant it is broken somewhere else as well, 
it is not my problem at all, 
although you should definitely notify 
the owner/maintainer of the other location.

What do you mean by "generated directly"?  
I suspect you mean "copied as it is"; 
but who says the Debian Reference can be served via HTTP 
without further processing?
Since it is a package 
designed to be installed on the local file system, 
the fact 
that it cannot be used in other circumstances without modification 
does not constitute a bug.
