It appears that base-files >= 4.0.1 is still required in build-depends, preventing build using backport-supplied build-dependencies. AFAICT, base-files in build-depends is not necessary at all, so rather than replacing 4.0.1 with 4.0.1~ I suggest removing the build-dependency.
