That should also list libparse-debcontrol-perl.
Could you please confirm where you're seeing the above?
Both README and debian/control were updated in 2.10.21 (when the
functionality which requires libparse-debcontrol-perl was added) to
reference the package. The relevant entry from debian/control (checked
against SVN trunk and via "apt-cache show devscripts") reads:
- debchange/dch: automagically add entries to debian/changelog files
[libparse-debcontrol-perl, libsoap-lite-perl, lsb-release]
