Considering that there is a patch for the problem with exim4, upstream agrees that the problem is in exim4, and the use of eval in start_daemon() is Considered Harmful and can be worked around (which can be found discussed in the bug log for the original bug), I'd say the general consensus is that this is not a bug in lsb-base.
