and what about people  upgrading from Etch ?

People upgrading from Etch will have 'bash' as default, mostly. 

I really do not think that the upgrade process will forcibly 
set 'dash' as default. 

And in any case you cannot be sure 
about when this would happen... will it be before or after
other packages upgrades?

In the former case, all your patches will fail.
