When xinetd is run without -inetd_compat you have to specify

        flags = IPv6

in xinetd.conf to get the v6 listening socket.  This breaks the default
behavior of xinetd.

It should be fixed by either correcting the patch that added IPv6 for
'-inetd_compat' or by adding '-inetd_ipv6' in the init-script even for
no INETD_COMPAT usage.
