Package: ntpdate

/etc/network/if-up.d/ntpdate first checks for
/lib/udev/hotplug.functions and performs a 
"wait_for_file /usr/sbin/ntpdate-debian".

Only after this does it check if /usr/sbin/ntpdate-debian is in fact
present.

The consequence is that if ntpdate is removed (for instance, because
ntp is installed), then when an interface is brought up, the
following inappropriate warning message eventually comes up:
/usr/sbin/ntpdate-debian did not appear before the timeout!

Remember that /etc/network/if-up.d/ntpdate is a conffile and so is
left in place if the package is removed without purging.

Therefore existence of ntpdate-debian should be tested before trying
to wait for it!
