Roland, I think you should consider making your personal solution (or at least aspects of it) the default setup for privoxy on debian.
A default installation of privoxy could listen on one port for connections to forward to Tor, and on another port for direct outgoing connections. The Tor package could then be adjusted to use the correct port by default.
