Twiki depends on apache-common, apache2-common or apache2.2-common.

However, it's possible to install apache2.2-common without any web server 
efectively installed (one of the apache2-mpm-* packaged) :(

So, I think twiki should depend on apache, apache2 or apache2.2 directly (which 
are themselves depending on various possible apache servers).
