My personnal opinion is that libraries should not depend on non-libraries, so yes. However I am not familiar enough with fontconfig to guess why this dependency was added. We should probably discuss more the issue before reaching a conclusion. I merely reported the bug because I was investigating a failed upgrade (bug #310490) and this circular dependency was one of the cause. However circular dependencies are a problem and we should get back in control of them.
