I may incorporate this methodology into the next release:

1. Check for config file in $HOME/.releaseforge
  - if it exists, use it
2. Check for config file in cwd
  - if it exists use it
3. Config file does not exist
  - try creating it in $HOME/.releaseforge
  - if that fails, try creating it in cwd

This should make things backwards compat.  That is, anybody using RF with their 
config file in the cwd will still be able to use things unchanged.
