After having had a chance to think about it, it's clear they belong
under /usr/share/$PACKAGE (I've gone for /usr/share/ssh), with
administrative overrides in /etc (/var is inappropriate since data
shipped in a package isn't variable data).

I've made this change for openssh 1:4.7p1-11. openssh-blacklist can move
to this once that's uploaded and in the archive.
