Weird. Even my Debian etch server has the locale there. It's set by /usr/sbin/update-locale, which in turn is called in the locale package's postinst. Do you have the locales package installed at all? > How is it used? I thought the default locale was in /etc/environment? AFAIUI /etc/environment was the old way of doing it. It still works, but mainly as a backwards compatibility thing. However, I'm not the locales maintainer in Debian, so take my word here with a grain of salt.
