With only the information you provide, it it impossible for me to
decide if this is a problem.

The *only* thing that I could imagine is that your previously had
a mdadm version installed, which provided mdadm.conf as a conffile
(managed by dpkg and visible in the `dpkg -s' output), and that this
file got erased on package upgrade. Even though this would be
a serious bug (if not grave), it would IMHO be in the previous
package, and I would need more information about it. Start by
telling me which previous version of mdadm you had installed. If you
could reproduce the problem, that would go a long way.
