I'm not a debian developer (though I will be applying RSN).  The best
thing to do is, since you're a dd, bring this up on the debian-devel
mailing list, and see about proposing a policy manual change (or if you
don't want to deal with that, post ond d-d and ask if someone else will
do the necessary stuff for that).  

I agree with you that this change, without a corresponding change in
Debian Policy, is a bad thing.  AIUI the Debian Menu was supposed deal
with the menu issue once-and-for-all.  Unfortunately freedesktop.org
kind of trumped it, probably because the gnome people did things the
gnome way.
