This is not spurious dependency from my perspective. I do not want to distribute outdated translated contents without new English contents. Did you read /usr/share/doc/debian-reference-common/README ? No, it does not provide debian-reference. There are many contents completely outdated in translation because it is based on old contents. I still see good portion is useful. Thus I did not ask removal of translation contents but made mixed package with old and new. Maybe, I should explain this a bit better in README.Debian.
